Emergent Bilingual
Emergent Bilingual (EB) students, formerly referred to as English learners, are students who are in the process of acquiring English proficiency while maintaining their native language. In Texas, the term "emergent bilingual" reflects a strengths-based perspective, recognizing the value of bilingualism and biculturalism in students. The Texas Education Agency (TEA) mandates that all public school districts identify and support EB students through comprehensive bilingual education or English as a Second Language (ESL) programs, ensuring equitable access to the state's curriculum.
