China Spring ISD recently completed an efficiency audit, a required review whenever a district calls a voter-approval tax rate election (VATRE). The audit provides an independent review of how the district manages financial resources and supports student learning compared to peer districts.
The audit examined China Spring ISD alongside eight comparable school districts across Texas, reviewing fiscal management, academic performance, and resource use. The findings show that China Spring ISD receives less funding than peer districts but continues to deliver high-quality education. On average, the district receives about $2,000 less per student than peer districts and nearly $3,000 less than the state average. Despite this, China Spring ISD students earned an accountability rating of 85, higher than the peer district average of 82.
The audit also highlights that a greater percentage of China Spring ISD staff are dedicated to classroom instruction and direct student support, ensuring resources are focused on learning. At the same time, teacher salaries remain about $5,000 below the state average.
“These findings demonstrate that China Spring ISD students are performing at a higher academic level even as the district operates with fewer resources than many comparable districts,” said Superintendent of Schools Dr. Marc Faulkner. “The audit also underscores the financial challenges we face. Stagnant state funding, rising costs, and inflation create ongoing pressures on our budget.”
To maintain manageable class sizes, retain high-quality teachers and staff, and continue providing essential resources that support student learning, the district is seeking a voter-approval tax rate election. If approved, the district will receive an additional $2.16 million in annual funding. This funding is necessary to sustaining daily operations, supporting student learning opportunities, and ensuring the district can continue its strong academic performance.
